Developed Retooling Institute for DC Public Schools in collaboration with the George Washington University. Project TLC (Teaching Literacy through Content), Office of Bilingual Education U.S. Department of Education. Focus on working with secondary content teachers to prepare them through coursework and experiences in working with ELL students and attaining their ESL endorsement.
- UNIVERSITY OF TEXAS AT EL PASO
Project TRIO (Transforming Rural Instructional Opportunities), Office of Bilingual Education and Minority Languages Affairs, U.S. Department of Education. An undergraduate/graduate degree Career Ladder Program/Teacher Training Program in Bilingual Education specifically focused on working with four rural district and creating a pipeline in the rural areas, and colonias.

Project LISTOS, (Language Interface for Special Teachers of Our Students), Grant, Special Education, U.S. Department of Education, a Masters Degree Program in Special Education with an Emphasis on Linguistically and Culturally Diverse Students. This is a collaborative among special education, bilingual education, and general education.
- UNIVERSITY OF TEXAS AT EL PASO
National Institute for Urban School Improvement - site liaison for a five year grant from the U.S. Department of Education, Special Education, that promotes inclusive practices. El Paso is one of five cities (Washington, D.C., Denver, Boston, and Chicago) that participates. Work included conducting Leadership Academies in Socorro ISD to bring about school reform and inclusive practices.
